Cobe leads group set to carry forward plan for Refshaleøen

Tenderstream member Cobe has been selected to carry forward the Refshaleøen structure plan in Copenhagen, in close collaboration with fellow Tenderstream member Dorte Mandrup alongside WSP, RAW Mobility A/S, Metropolitan Metaculture, AIMING SPACES, Culture Works (DK), HavnensHænder, Marie Stender, EY, and Jenny Grettve Studio. 

The plan covers 52 acres of a former industrial district, which has been run since 1996 by the organisation Refshaleøens Ejendomsselskab. The area has become established as a hub for creativity, alternative urban development, festivals, and gastronomic experiences. Based on a dialogue with interested parties, and in collaboration with other relevant landowners, Refshaleøens Ejendomsselska is now set to further develop the site into a sustainable city centre district.

The proposed plan by Cobe is rooted in Refshaleøen’s existing qualities, building on the area's contrasts, industrial heritage, and layered composition. The principles inform blue and green infrastructure, urban neighbourhoods, and approaches to transformation, architecture, culture, sport, and everyday urban life. The plan also defines five development phases and establishes a metro alignment, a primary street network, and guiding principles for cycling and local car traffic. Finally, it addresses utilities, stormwater management, and climate adaptation. Within this framework, the area’s future form is defined through a long-term, resilient vision. 

Dorte Mandrup has been involved as a consultant on the site’s cultural heritage. Based on structural and architectural characteristics and potential, the transformation strategy ensures that the existing buildings will be upgraded for new purposes, activated in their current form, or partially preserved as historic markers that lend identity to new urban spaces.
